Former Federal Healthcare Leaders Launch North Country Communications to Guide HIPAA Breach Response

December 15, 2025

FOR IMMEDIATE RELEASE

Kensington, MD — North Country Communications, LLC, a new healthcare communications and compliance consultancy, officially launched today to help healthcare organizations respond to crises and regulatory challenges. Drawing on a collective 45 years of federal leadership experience, the consultancy delivers tailored HIPAA breach notification solutions and communications strategies to help small to mid-sized healthcare organizations meet regulatory obligations while rebuilding public trust.

Founded by Rachel Klugman Seeger, a seasoned communications strategist with leadership experience at the Centers for Medicare & Medicaid Services (CMS), the U.S. Department of Health and Human Services (HHS) Office for Civil Rights (OCR), and the Agency for Healthcare Research and Quality (AHRQ), North Country Communications brings deep expertise in HIPAA compliance, patient engagement, and operational infrastructure for healthcare entities.

The consultancy offers a full suite of services, including:

  • HIPAA Breach Notification Response and Compliance Strategy
  • Crisis Communications and Media Relations
  • Proactive Compliance Support and Scenario Planning
  • Communications Training and Capacity Building

“HIPAA breach notification is a moment of truth. Effective communication defines your relationship with patients and the public,” said Rachel Klugman Seeger, founder of North Country Communications. “Healthcare organizations need more than compliance checklists — they need strategic communications solutions that rebuild patient trust and protect reputations.”

Joining the team as Senior Partner is Ryan Dutcher, a healthcare communications strategist who brings extensive experience in crisis response, digital outreach, and reputation management. He has led communications efforts for public health programs at HHS and the U.S. Department of State’s PEPFAR program, and spent nearly a decade in Beijing working with international nonprofits and the American Chamber of Commerce in China.

“Our mission is simple: to help healthcare organizations communicate with integrity when it matters most,” said Ryan Dutcher, Senior Partner. “Our team brings the insight of former federal regulators, the instincts of seasoned crisis communicators, and the heart of people who understand the importance of our clients’ place in their community.”

North Country Communications is now accepting clients across the healthcare sector, including providers, payers, and nonprofits.
